You need some kind of stays at a minimum, then you can make up 2 or 3 "L" brackets or purchase some from your local hardware store. If the brackets don't work for whatever reason, you can substitute zip tie fasteners at the seat stay/chain stay bridges & fork crown. I always keep all the stays & brackets from old/broken down fender sets for spares & new builds.
