Terranaut conversion Downtube Cable stop?

Terranaut conversion Downtube Cable stop?

I had posted this on the Mechanics forum with out much luck so I will try here with a few more pics

I tried installing cable stops on the DT shifter boss's and they did not fit flush on the Tube.
They stand off the frame due to the length of the bolt cylinder on the boss and a round washer type stop.
Can I just use the Dremmel to cut & shorten this section or do I need anther Style Cable stop?
Has anyone seen this type?

This is a Terranaut, A House Brand Of the Touring Cyclist in St. Louis. I do not know who actually built this.

Lugged Steel Ishiwata 25 double butted Frame and in almost new condition.
14-32 6 speed with 48-36 chainrings, Suntour shifters and components. Made in Japan - 27" wheels

52 Cm, low geared and the thickest Tubing Ishiwata line, probably a Mid 80's tourer. Still very light weight.
I want to make a flat bar of this, I bought 6 speed index Deore thumb shifters Shimano Sora deraileur, 27 X 1 3/8th Tires aand have a set of Dia-Comp 183's for brake levers. The Neck and bars I found in my neighbors trash. They are Specialized
I am building it for my daughter to replace the 30+ lb Huffy Mountain Bike
