No, I'm not planning a winter trip, it's just a make of bike I saw on ebay, and I can't find anything about it. Does anyone know anything, or where I could find out? French roadbike, supposedly custom built, is what it is. Here:

It looks like a mid-1980's low-end Motobecane with an ugly paint job.

I think they were made by stella (france), for arctic cub snowmobile distributorships back-in-the-day. So, while unique, and from a quality frame builder, they were entry level at best.
