Frame Saver Questions

Noticed this product mentioned in another thread and since I'm putting together a parts order I think I will get a can or two of this. Can someone tell me is this stuff like an oil or like a paint type coating that dries? Also, does the bike need to be stripped down completely or can you just pull the seat and fork to spray inside the main triangle. Do you spray the stays through the little breather holes?

It comes in a spray can with a little tube for the nozzle (think WD-40). The recommendation is to spray in through the seat cluster, bottom bracket and steerer. I don't think you need to take everything off, but you will want access to these openings in the frame.
In search of what to search for.
