I have a very similar looking bike. Mine is a "Bordeaux" with HLE tubing that I purchased new in '88 or so. It's a twelve speed. HLE tubing is nothing special. The components on my bike were decent for the era but not high end.

Mine is in very good condition and I expect (or hope) that I could get more than $75 for it, but then again, I'm biased ;-)

I don't know what a single-speed conversion would do to the value although many riders in my area would prefer it that way. I suppose it depends on the components.
