Changing a stem on an 80's asian bike

Changing a stem on an 80's asian bike
Hi-
I have never worked on bikes with the stem of the style of the 80's road bikes, i am used to mountain bikes where the steerer comes up and you bolt a stem on it. I want to put on an adjustable stem, which would fit on a strait steerer sticking up over the frame. Is there any way, or any one who sells, a strait compression fitting steerer extension kinda thing?
Thanks- and even though i sound like i might kill myself, dont worry i am a qualified fixer of things, just dont have a lot of experience with any bikes other than modern mountain bikes.
