PALM Cycle???

I am looking for information on a frame that I found. The plate on the front says Genuine PALM Cycle? I was out on a ride and saw the bike in someone's trash. Has Shimano 333 components. Can't seem to find much info. Any info would be great. Thanks!

I think that's Sun's old Road Bike line.
