Old School Disc Wheel Covers

What was the deal with these? The covers that you put over a spoked wheel to give yourself a pseudo-disc wheel... What was the history behind them, the pros and cons, and why aren't they used today?

Back in the late 80's there were the UNI disc wheel covers. They were nylon fabric stretched around an aluminum hoop. The hoop subsequently snapped into little clips that were attached to the spoke nipples of the wheel. 2 covers per wheel, one on each side.
I think those or similar are still used on some recumbents, especially for HPV racing.
