Mystery Nishiki Tubing (pic)

Can anyone identify this tubing material by the half-worn sticker? From what I can tell it says "High Tensile ______ba Tubing". Can you fill in the blank?

This is an old Nishiki touring bike that has Shimano 600 derailleurs. Any help is appreciated. Thanks.

"High tensile" generally denotes good old generic plain-gauge carbon steel.
