Cleaning up a Torpado.

I picked up this "Medium Metalic Blue" Road bike(early 80's) at the thrift store the other day. It was my size, and I am a commuter who is looking for a bike to ride on the weekend my fenders and 15lbs of gear. It looked like a fun project on my budget.
I think it is the "Alfa" although it says Italia on it. All lettering is white, while leather seat, white bartape.
Columbia Alle tubing sticker, seattube says SL 26.8., Ambrosio rims, I think hubs and crank are Ofmega. So I am looking for some advice, worst rust is around headset and bottom ring of headtube. If cleaning does not work, is it worth trying to get a new headset? I plan to clean, and if needed sand down rust where do I start trying to match this color. I will just be touching up, but want to try and match color. I weigh 200lbs, any tire reccomendation for Sunday rides? I would also like to make it lighter. A newer seat might help, the one on the bike has steel bars. The only other steel besides frame and spokes seem to be the chainguards(sachs hector?), I know they are probably are not called that, and derailers. I could change gear system, I live in flatland and do not need 12 speeds. I have never tried single speed or fixie. I will try to put some pictures on this thread tonight. The frame has some interesting accents. Thanks for any advice that can be thrown my way!

Did we ever get photos?

Usual recommendation for matching colours is...nail polish. Yes, it comes in some really interesting shades!

About the rust, do a search for threads with 'oxalic acid'...
