Rust inside frame remedy?

So I have some rust inside of my Schwinn. How the heck do I get rid of it?!!! Please help!

Frame Saver will help to stop the spread of rust inside your frame.

An oxalic acid soak followed by something like frame saver. Can't vouch for its effect on paint and decals, though.
