Help; what front derailleur size?

I'm trying to find a front derailleur I can use with my early 90s trek 2100, the tubes are slightly oversized, carefully measuring the outer diameter of the seat tube is 32mm. I tried a 31.8 ultegra front derailleur but its too small. I actually sat down with a file for a couple of hours and shaved off a few millimeters on the inside of the clamp, but its still too small and doesnt look like I can take anymore off without the clamp breaking. The next size up is 34.9 which I'm thinking is going to be way too big? Am I going to have to fancy some kind of shim just to use it?
