Is this media worthy of a good powder coat or Dr. D treatment?

It came with a Shimano tourney derailleur, dura ace front calipers...the old school crappy stopper variety. One has a stickiness to it that I can seem to figure out how to remove. The frame is fairly light weight. The hubs were the old Shimano 333 hubs nothing I care too much for. It cost 35$ as a complete bike. The fork blades more modified to take a track locknut. The drop outs both say Suntour...I probably shouldn't have messed with the fork blades oh well...

You're the only person who can answer the question. It looks like there's good chrome under there (which is going to do a nice job of keeping it from rusting), so if it were mine, I don't think I'd look to powder coat over it. Either leaving it, or sending for a nice paint job would be the two options I'd consider.

Can't tell without a profile view with wheels attached. But I'm inclined to say ride it as it is.

You don't really sound too enthused with this bike so make it rideable and when you find that one of a kind frame you are searching for( like all of us) then spend the dough for a Dr. D make over. FWIW that looks like a decent piece with some nice lugs. I bet Dr. D could make it bling
