Fuji Team - Flat Bar?

I came across a Fuji Team which had obviously had many of its parts replaced over the years. However the bright yellow stem and flat bar grips almost looked original to the paint scheme of the frame. There is a (nearly?) identical frame on ebay right now with drops. So was wondering if this was a multi-version frame / paint scheme or was the flat bar setup a later addition that just matched color-wise?

the ebay frame:

I'm just full of questions lately, just like the old days.

FWIW, I've never seen an OEM flat bar on a Team Fuji. If yours has the down tube shifter bosses, thats a very good indicator that it was originally equipped with drop bars. A flat bar would have been equipped with stem or thumb shifters and they would almost certainly have used a less expensive cable stop in place of the shifter bosses.
