I think the 'evildoer' is still out there.

The funny thing is that no one saw the person on the bicycle actually doing anything. It could have simply been someone who stole the bike, and dumped it in an alley...

I Don't have time to research it, but Denver had a bicycle bandit bank robber who was quite successful for several years, wish I knew what he was riding?
