I'm 90% certain they're painted steel, which theory is borne out by the blurb on CR, here: https://www.classicrendezvous.com/Sweden/Crescent.htm
How improper would it be to strip and repaint them?
So it really is white paint around the lugs? I guess that qualifies as a protective coating. The reason it's not obviously paint to me is that there's black discoloration on the tubes that's not covered by the paint. I'd like to get that discoloration out if possible, and the white paint is gonna hinder that.
I had a Miyata with outlines around the lugs, but it was a fade, where this are a solid line that doesn't look very professionally executed.

If the lugs are painted, I don't see any reason why they couldn't be stripped, primed and repainted. Painted lug outlines are quite common, and are used to make the lug/tubing transitions stand out. The paint can also be used to cover up any gaps in the brazing.

When it comes time to repaint the outlines, I think I'll hire that done. Time to get out the Dremel..
Any tips for getting the spot rust off the little bits like cable guides? Mother's?

Beautiful bike.
Good luck with that seat.... I ride the same (I'm pretty sure) and it is like sitting on a malformed rock.. It is really a painful experience after around 10 miles. God that bike is beautiful though.

How about treating the bike you've had for some hours with as much respect as the former owner(s) of 30 years?
So hear my unceremonious advice: with a Dremel you'll have to have *much* practice to not destroy more than you would have just using your HANDS.
It's a vintage lady after all, and they don't make 'em that way anymore.

Some other blunt advices:
1. Don't hurry.
2. Find out if it's really rust or if it's another form of oxidation you'll have to treat differently (you lugs look like that's the case).
3. Yes, try mothers - or something similar. Can't hurt too much.
4. If it's really rust, try oxalic acid.
5. Don't Dremel if you don't have to. Elbow grease does it most of the time.

VintageR, I appreciate your advice, if not your tone. I can only assume you've seen some pretty ham-fisted Dremel work to come off so stridently.
For my purposes, the tool lets me be more precise and keeps me detail-oriented and patient, rather than the reverse. I assure you that I won't use it where better techniques yet exist.
Cyclotoine: you could either say I got it free, or that I had to ride clear across Texas - 540 miles in one week - to get it, and either one would be accurate. The story is thus:
The bike was my uncle's. He bought it as a Crescent/Masi/Raleigh dealer when he owned an LBS in Corpus Christi, way back in the early 70's. Now that he's in his early 70's (and particularly since his pelvis was crushed last year by a fishing boat, while ocean kayaking off Jalapa, Mexico), he can't really ride it anymore.
He liked the whole idea of a ride we took to Corpus Christi (see Soldier Ride button in my sig for details) and since we're about the same size, he decided I should have the Crescent.
It arrived yesterday. My uncle is back fishing in Jalapa this week.
I did have to cover the $1,000 insurance for shipping though.

Wow. My father bought a Crescent at a tag sale last year. I looked for info online and couldn't find much other than the classic rendezvous page, I thought it was a neat bike with stainless and campy but I couldn't much info about it. The lugs looked like Truman's, My father ended up painting them with a brush and some nasty black paint. Any idea what they sell for? I think he paid 10 bucks for the Crescent, Raleigh and some wheels.

Thank you. Tonight, I put on a honey colored Brooks Team Pro and new tan bar tape. I think the lugs will wind up going more bronze than gold, by the time it's done.
