A clear picture would help, but just taking a stab at it...it looks like someone took an older hub and got creative.

Don't know, but for some reason it makes me want to order from Outback. It should come with dipping sauce.

I'm fairly certain there was a company in the '90s that made those, or at least made a prototype. For the life of me I can't think of a name, but I'm fairly certain I have a picture of that hub in one of my old bike magazines.
