Raleigh Steel question

I've recently acquired a 1959 Rudge Sports. On the seat tube is the decal "High Tensile Steel" without the '2030' designation. Can anyone on this forum determine if all high tensile frames were '2030' or were those tubes special?

I think 1020 and 2030 are both considered hi-ten.
