Weyless Bottle cage clamps?
Is that what these are for? I just picked them up because I thought they were pretty cool.

I think they're clamps to hook on helium balloons, so your bike will weyless

Water bottle cages have a flat length that fits against the downtube and two screw holes for those bikes that have screw mounts.
Lacking the mounts, the clamps fit on the down tube over each end of the bottle cage to hold it on.
