bendix 70 Hub/coster brake

i have one i am trying to make work, i have had it completely apart, i have no brake at all, i did make sure both front and rear notches line up for the shoes, it also takes several pedals forward to get unit to engage to go forward. any help, parts break down and such is appreciated.

its a old roadmaster of my grandmothers, wheel was locked solid until i clean and greaded brearing.
