Bolt hole size for rack bolts on older bike?

I have no idea what make or model it is. It has been painted and rebuilt.

Is there a common size for the rack bolts? The bolts off of a late 90's specialized mountain bike do not seem to fit, the bolts are too big.

I generally use 8 or 9mm.

Usually 5mm, but I have a Fuji that takes 6mm. I use stainless button heads.
