What should I do with this old Royce Union?

Got this out of the garbage all of the parts are there except for the front fender. It is a 24" tire Royce Union. I have a daughter whom it would fit as an extra bike. It appears that it could be made functional with new tires/tubes. It has a safety inspection sticker from my city dated from 1958, and a small city license tag dated from 1960. I figure to just clean it up, get it running, and let her ride it. Thoughts? Info on old Royce Unions?
I just hated to see a solid, no rust old frame go into the dump.

That's similar to my very first bike. Being the cool little kid I was, I chopped the front fender and put it o the rear and of course didn't have a front fender. Only dorks had front fenders. T'was the style back in the day. I still remember going down to the hardware store that sold Schwinn bikes ever so often to buy disc sets for it's Bendix coaster brake. Lugged, cottered cranks and original pedals and bar grips makes it a good first bike for a responsible teen ager who won't screw it up. I say fix it up, a little grease on the bearings and let her ride it.

I have no information, but it looks interesting to me.

There are a few differences from the typical cantilever frame I see. Particularly the lugs and 3 piece cottered cranks.

Looks like it will be a nice rider.

Well I 've started cleaning it up at little. I'm not going to refinish anything, I'm just going to clean it up and let her ride. Already repacked the front axle bearings, the BB feels good, and the rear axle feels a little rough.

The cranks are what first made me stop. I'll stop and look at anything with 3 peice cranks, then I saw the frame was in good shape, so I brought it home. I cleaned the head badge, it says

"Union Cylce co. Ltd.
, ROYCE UNION,
made in w. germany"
