Help with 97' Moser fork

I am not sure whats going on with this Moser fork. It's threaded but it extends 1 1/2" past the headtube. The spacers then the top of the headset seem odd. Does anyone know about this design?
Thank you

Sorry here is a pic.

It's uncut. You can cut it to the proper length easily and eliminate the need for spacers.

Before cutting made sure it's threaded far enough.

Uncut

OK. It's a factory fork for all sizes. The shop or distributor cuts too length to frame size. I am getting it. The guy I got it from, or his shop, had not done that. He just rigged it. I think I have the idea. Thank You!

the pic shows that it is, otherwise the top threaded race (beneath the spacers and lock nut) wouldn't make contact.
Oops, I misunderstood: I thought you were cautioning bout having enough threads on the South end of the steerer, not the North. My apologies;(...yes it's always good advice to check that stack height (with any spacers you might use) before you cut, and measure twice.
