Probably worth it.

Not worth a dime if the top tubes cracked.

Miyatas early frames with an internal rear brake cable were prone to cracking at the ends of the slots. As a result Miyata gusseted later frames.

Gussetted = safe
No gussetts = buy at your own risk

Its hard to be sure with the fuzzy picture, but to me the OP's bike appears to have brazed on cable guides and top of tube routing for the rear brake cable. Am I wrong?

Here's a 912 with external rear brake cable routing: http://velospace.org/node/8135, so it appears they were made both ways depending on the year of manufacture.
