Tool for 3 slot Headset Locknut?

Tool for 3 slot Headset Locknut?
I'm fixing up an old Nishiki Custom Sport (by Kawamura) for my son to use around the University. The headset feels like it may just need a good cleaning and relube, but the tensioning nut and locknut are round with three slots similar to bottom bracket lockrings. It seems I need a hook spanner like the standard BB tool but for a smaller diameter.
Does any one know of such a tool, or some Mcguyver method for removing the locknut?
If possible, I'd like to accommplish this without damaging the chrome finish, as would probably happen if I use slip joint pliers or vise grips. Plus, for re-assembly, the tool that hold the bearing adustment would need to be thin enough to allow tightening of the locknut.

You need the lockring hook spanner that Hozan makes; one end's for BBs and the other for the headsets that you are referring to.
