Um, subjective opinion here, but would need a budget guide...for $200-$300:
Centurion Ironman or Lemans or Lemans RS
Panasonic DX Series
Fuji's
Miyata's
the odd Lotus or two (Lotii?)
Peugeot Triathlon
Trek 500 series or up, or maybe an older Trek aluminum if priced right..
There are lots, and there and plenty of helpful BF members in your area...

There is a Raleigh Grand Prix listed for $55, but I haven't seen it yet - assume minimum is tubes and tires that would run another $50, likely is cables/housings, and possibly fresh seat.
I did pick up an aluminum 1989 Trek 1200 last weekend for $100 but its too big for him, and now I want to ride it myself (it's what got me interested in C&V... One owner, just need tubes/tires and a longer reach stem. I posted pics of it in Vintage rides BTW)

I bought some machine screws with the right sized head from the hardware store, I put them in a vice and drilled a hole from the head down into the body of the bolt, then I tapped them, then I cut the thread off and filed it clean. Worked well enough, the hardest part is drilling straight, of course if you have a drill press this would be easy.

ISO: Cinelli 1a stem in 80-90mm or a sakae superlight in same length.
For Trade: Cinelli 1a in 110mm, also a early 80s 3t record in 110mm, a 70s 3t record in 105 (seems to be for french diameter steer tube), I have some other stems as well.

measure twice, cause if it's a later 3-pin model it may be Stronglight 23.15mm. I could loan you that tool with the usual first-born-son and bag-of-money stipulation...an earlier "Star" model may well be 23mm, I'm not positive about that one.

Have Dura Ace 7410 Front Derailleur with 28.6mm clamp in excellent condition.
