EBAY Basso Identification questions

I have in-laws in Germany and sometimes look around their area for a possible frame/bike to buy and bring back. Here is one listed here:

The seller says it is a custom order with a custom paint job made in Switzerland. I asked him if there were ever any decals and he said the original buyer requested no decals. Is this a Basso? How can I tell? Is the serial number 1989? Does Columbus CROMOR make for a decent ride for a 185 lb person? Is the buy it now price (around $200) a fair representation of a bike of this type? And if so, can I buy one here in the states for that price?
I can translate his description if needed by anyone interested in answering my questions.

If that was what I was in the market for I wouldn't hesitate to pay $200 for it.

I'm not sure that is a Basso. I don't think I've seen a Basso with heart-shaped cutouts. I have a Basso Loto and it looks quite a bit different.
