Does such a thing exist? A nice looking 1 inch threaded stem with a 31.8 clamp-size? Thanks.

Could a frame builder fabricate a lugged steel version, like the old Titan Lux stems?

If he was to go about having one made, he could just buy a new bar and stem for that price.
Why are you so intent on using that particular clamp (and possible bar, though one hasn't been mentioned)?

yeah why is a 31.8 bar necessary? The only reason I could think is cause you have a 31.8 carbon bar? Just use 26.0 or 26.4 bar-----stems are a plenty in that size.
Heck I just got this off of eBay for $17 shipped (26.0 x 120mm) sorry I just had to share.

If you want your 1" threaded headset converted to accept threadless stems, NO PROBLEM.
If you want a stem to accept 31.8 bars, NO PROBLEM.
If you want to attach 31.8 bars to your 1 inch threaded headset using a classic, vintage look stem, NOW WE HAVE A PROBLEM.

All you need to do to keep your vintage 1" threaded headset is get a stem-converter. These fit into a 1" headset, and the upper portion is 1-1/8" diameter. Clamp on the 1-1/8" stem of your choice that accepts 31.8mm handlebars and you're good to go.
Here's one:

There are other brands out there. Look around. Oh by the way - I have done this to one of my bikes. They work great!

Looks great with the quill stem and trad bar, even better than if it had a 1-1/8 converter with a threadless stem with 31.8 clamp. Although the converter would allow you to raise the bar an inch or two, or even three if you got a riser stem.
Oh, hell, some of us still appreciate traditional style and don't mind spending a little time hunting for the parts to do the job right.
