man, it's so hard to tell with the pictures. It looks like possibly a replacement chrome fork? Maybe a death fork.

It's the replacement fork. This seller belongs in Numbskull of The Day with those pictures and that ad title.

I don't think that's a Viscount with the aerospace tubing. That looks like a Sebring model, which is nothing terribly special.

Here's my favorite part of the description:

"aluminum crank and rear derailer bolt to the frame not onto the wheel hub"

Dang! I would be all over that if it was the type of bike where the crank and derailer bolt to the wheel hub.

No; that's a steel replacement fork. You can tell in this picture:

The dropout is obviously a separate piece brazed into the blade -- you can see the slot in the blade and the domed end extending over the dropout. On the Death Fork this is all one cast unit:
