Unfortunately, the fixed cup threads on in opposite directions for each. Basically, you try it each way, without using too much force, hoping it loosens easily. If not, make a guess and go to town.

I've got the Sheldon DIY tool if it gets stuck.

They are. I used to have the very same bike. Just use a conventional crank puller. As for the BB threads, these are french. Sounds like a BB rebuild is all that is in order here. Lets hope. ;)

BB is Japanese or Taiwanese.

There *should* be a marking on the fixed side.

I had one of these, the BB was french. '76 Motobecane super mirage.

By the way, while I have you all here...

Anyone know where one might find an insanely inexpensive threadless rigid steel mountain bike fork with disk brake tabs?

You could have a bent spindle.

Crank pullers are 15 dollars and worth every penny.

I doubt it's the spindle unless it came bent from the factory, this bike literally sat unused for most of it's life until I got it and I'm hardly one to hammer on the pedals... I'm more the slow and steady type... very slow.
