Newbie Question - Circle on right bike fork - what is it for?

Sorry, forgive my ignorance here, I have a pair of forks from I believe 1970ish, on the right fork blade, there is a circle which looks like a mounting point, what is this for?, pannier rack or lights, and also is this a good way to tell how old a bike is.
Another question is 25.4mm seat post on vintage cycle, is that a sign that its a cheaper frame, possibly hi-tensile, or can it be a reynolds 531 frame even with this size?, I have read that generally reynolds tended to be 27.2mm.

It's probably a light mount.

Yes, high tensile frame.

A pic is needed to say for sure, but it's probably a boss for a light bracket.

Thanks all, for information, great help, unfortunately I cant upload a picture now, as ive just killed the frame, dont know if that was wise or not :-~ , turned out to be an old hi-tensile steel frame, and didnt fancy its chances of selling due to bad condition, saved the head badge, and bits that were attached to it, rip Dawes.

If it's too far from the wheel to hold a bottle generator in the proper position, it's a lamp bracket mount - like nlerner showed.

"Killed the frame????" Just cutting brazing off of old steel frames decimates the world population of cute furry little kittens! Hope you haven't done anything too drastic?

Anybody have a good source in the UK or Europe for the brackets (chrome or alloy) and bolts? I've got four forks that need them - I always think they look a bit silly with just the round boss showing, even if there's no lamp on the bracket.
