pump braze-on (?) ID please

Hi everyone.

I am wondering what this ring is for. It is positioned like a pump peg, and I assume that is what it is.......but I haven't seen this variety if it is one. If not, what is it?

Looks like a nice frame...maybe the builder wanted to use a unique peg to be different?
