front shocks/suspension question
 

I have a Flying Pigeon model QE-23 ("Light Roadster") with front suspension. I don't know if the suspension is very different from that of any Dutch or British classic (actually, sorry if a recent build old-style bike question doesn't belong here). I was wondering, how are these expected to work, and how should I mount the wheel with these suspension devices in relation to the fork? High in the fork ends, low, etc.?
