Using my super sleuthing skills I have discovered this, written in the ad itself

Frame- De Rosa Al columbus, size C-T 600mm, lenght C-C 570, head tube-170mm, after restauration, new paint white-pearl, new original de rosa decals.

I'm more interested to know what a restauration is

He will not get any bites at that price because people will do a little research before shelling out 2 grand. I fear that, had he put a BIN of $1000, he would have hooked a fish though.

That's no mountain bike for sure. It might be the French equivalent of an English or Dutch 28 inch wheeled bike. Thats why the 700C wheels fit so snug. Lack of canti mounts, also reflect it was not a purpose built mountain bike. The dropouts look like it was meant for a three speed bike. It might be French, it might even be a 69.... but its no mountain bike. Its debatable if it is even, a french roadster.

Probably a pretty good price for a 4lb full suspension titanium mtb frame. I bought one like it 10 years ago, used, for $1000...just sayin

Why so fixated on "mountain bike" ? MTB not mentioned in ad or posts relating to ad.

I think just because at a (very quick) glance it looks more like a MTB than a road bike. Let me be the outlier here by saying that if one were inclined to build such a bike out of the same parts, one would be rather hard pressed to do it for much less than the asking (or, at least, the expected sale) price of the blue Peugeot. And, then, you could also say that perhaps that is a much better candidate road frame to build such a bike than a high end classic lightweight. FWIW

Looks like someone wanted to build a fixie to me. Nothing more nothing less. Most likely a USF fan too considering the gold bullhorns and gold chain. I'd be interested to see what his red road bike is and how much. I think I'll just email him right now..
