I'd be willing to bet that is no Cinelli but more likely a Giant, or Raleigh. It looks like a unicrown fork too

I've thought about going fixie. I suppose that fork will work. But the really cheap deep wall rims just aren't my thing, and I'm not sure they would be worth rebuilding too better specs

Sadly and speaking of zero knowledge, I'd bet that the seller bought the Schwinn assembled that way seeing how the big box retail store stock clerks don't care and slap them together in minimal time. I think a bike put together by a trained chimp would probably be much better provided you don't mind the fecal splatters. Granted, you might still get those with a Wallyworld unit too...

Flintstone brake?
It does have the original rear U-Brake, complete with straddle cable. Fix would be easy enough if one could fine the appropriate connector. But, that is also the problem with kid's bikes. Hard to put a lot of money into a $20 bike
