The Viscount / Lambert reference is to the crankset (which was actually made in France by TA) and the unique chainring, which was more of a chainplate with big holes cut in it.
Lambert was a British bicycle brand in the 1970s that produced suspiciously inexpensive & lightweight bikes, which had cast aluminum forks. Read that again: cast aluminum forks. 0_O These were swaged to a steel steerer tube, and the forks had a nasty habit of snapping-off at the joint, leaving the rider facing the horizon at a newly acute angle.
The bad rep caught-up with Lambert, so after a few years they changed the brand to "Viscount". Yamaha bought the company in the late-'70s and recalled all of the forks, replacing them with proper Tange steel units.

Okay, it's a Peugeot folder that looks original and slightly grubby, already priced at more than three times the rate of a very nice one. You'd think the seller would have it in tiptop shape for that price. Nope. It's an hour away from me and I'd pay 1/10 of his ask.
