Interesting cutouts on the headtube lugs. Not much else going for it, other than 'cheap'.
We had this one for while but ran out of space. Built by Peugeot, 650B wheels and wingnuts, 4-speed derailleur. Your find is only the second one I've seen.

58cm 1987 7-11 Huffy Serotta - $1300 (Berkeley)
