I always thought tape on tubes was an attempt to protect bikes from theft by obscurring the make. Not that it ever worked - - seemed like a tell that it was a good bike.
In this case it almost looks like a concientious owner wanted to protect the paint from their kludged fender mounting and then added a second wrap to make look like bands of paint. Lol, I guess our minds make the story we want.

Find it interesting that Kenny built frame with a top tube rather than twin laterals. Did he ever do mixtes with twin laterals?
