Is a crooked tubing sticker a Canadian thing?

The frame is Ishiwata 022 butted tubing.
The derailleurs are Shimano Light Action SIS.
The brakes are Dia-Compe 400 side pull.
The crankset model is not listed but appears to be a one piece Shimano design with Biopace chainrings - 2 front chain rings and 6 rear gears.
The wheels are Sanshin hubs with Ambrosio Elite rims and 700C tires.
The saddle is a Miele branded saddle with fluted post (probably SR LaPrade).
Ambrosio bars and stem.

I am thinking way aftermarket addition. The kit looks like Exage level so maybe there was no sticker and the seller put this on to make it look fancy

Anyone here who's sold whole bikes on eBay might be able to correct/elaborate, but -- we almost passed up a nice deal on a '75 Raleigh Grand-ish Sport-ish that was similarly listed. My wife picked up on the "will ship" comment, that I missed. I asked the seller about it, and according to him, if you list it as a full bike, and offer to ship, eBay automatically makes you charge a certain minimum for shipping. So he was able to charge less for the shipping than that minimum. Again, that's just what he told me; I've never sold a full bike on eBay.
