IMO, that is a great deal just for the frame/fork. Bonus: it comes with some extras. Sell off everything else, or use it to build up a handmade in USA Ti Frame for a song.
It looks to be in the 48-51cm range. So suitable for a small-er rider. Say 4'10" - 5'03" +/-

Sadly it acquired two paint chips on the top tube during a move. No dents. Planned to have hot tubes touch it up, but figured would leave that to new owner.
Spec is 10spd SRAM, mostly rival with red cranks. Chris King headset, DT Swiss rims and 240 hubs.
