A very good deal for a a sweet riding 2000 Litespeed Tuscany, if in very good condition.
I've been getting $1000 +/- $100 plus shipping for mid-90s to 2001 Litespeeds I've sold over the last 8 years.
Most had Shimano components.

All depends on the market there. That's more money than what it would fetch here. But a quick perusal of your local CL indicates that it's at least in the ball park. And the bike appears to be well-tended, and is obviously well presented by someone who knows what s/he's selling

As for the paint, good luck finding a 30+ year old steel bike without paint chips. Yes, it's work to fix them, but it's all doable.

Man, there are just sooo many more quality bikes Stateside than up here. Tonnes of size choice too.

Primarily a function of prosperity relative to the world at the time. Large markets have nice bikes, backwaters don't.

BITD when Schwinn called their hybrids "cross" bikes. I have this same year, model, color, and I think the same size, a blast to ride.

Cities on CL where the weather is nice year-round (generally close to the ocean) and where a lot of wealthy people live who can afford really nice bikes, are always fun to look at. I like looking at CL Bikes For Sale ads for places like San Diego, Santa Barbara, LA, the Bay Area. Much better selection than I have locally, and fun to look at.

Except during these strange plaigg days, I've noticed that everything good is sold out, it's nothing but kid's bikes and low end MTB's. And some really overpriced stuff.
