Yes, it's a Sekai 4000...approximately 1975 era based on the head tube decal. I had a '78 for about 35 years until I sold it.
Some of the the 4000's had a fully chromed frame too. It was a criterium frame, so very quick but not so comfortable on long rides.

A note of caution: I once owned the same model. It was the only 25 inch frame bike I ever owned that had pedal overlap with front wheel. Sold that Crescent quickly.

I picked up this Ross Signature 292S from Goodwill for $15. My wife rode it very sparingly. I thought the bike was just ok. The craftsmanship was not top notch. My personal opinion is that they are overrated. I traded it for a Giordana Spica so I came out way ahead on the deal.
