Why d0 people use "27.5" when side of tire says "27"? Guess work or are they measuring them outside to outside. Will cross post in tall bike thread

I loved this bike. It's fast. It's fun. It's beautiful. The black paint has gold specs in it. The chain is gold, but it's dirty and black now. Cleaning it might restore its shine.
I'm selling it because I'm not good at fixing bikes or finding parts. It needs a new back wheel. I broke the old one when I hit a huge pothole.
If you are good at fixing bikes and find a good wheel, this is a great deal for the bike. I'd be sad to see it go.
I bought it for $600 in August 2020.

Those Schwinns are nice but I'd be curious if they're getting any buyers at that price. The quill seatpost on that one looks messed up and those are very hard to come by. I'm selling a 594 that I fixed with a special dual seatpost clamp. I listed it for $250 and there hasn't been any interest yet.
Also, they used Klein's patent but I don't think they were actually made by Klein. Someone with more experience might correct me on that.
