Similar bike that I paid $15 at Goodwill about 10 years ago. This picture was as purchased.
Basso Gap (1988) converted into a fixie and a barnacle carrier. $300 but should be $100. At least the crank/wheels and stem are okay.

The Basso brakeless fixie conversion posted repeatedly here shows rust on the top of the top tube and down tube just behind the head tube lugs where the paint has cracked, which means that, unsurprisingly, the frame is bent from a frontal impact.
