They're 36s (can a 38 even exist? How would it lace?). Rear appears to be a high-flange 4-cross.

Pretty sure those aren't 40 spoke, 38 maybe but I get 36 with tired old eyes. Even if they were 40, the chances of them being still good and serviceable all the way around are usually slim to none.
"Good" rims back then were often anything but, and time is never kind to them.
And yes, I'm glad its not close to me either, also just realized the cranks look to still have the backside pedal eye inserts, pita to be sure but an added extra one none the less.

That rear wheel likely has an Atom drum brake and is 36 hole, standard French tandem kit for the era. Note the double cable on the RH lever and the standard single on the left; one of those cables is for the drum.

I didn't know the 300 series had Elance variants, in this case triple-butted Ishiwata (seller calls it "aluminum") tubing and a Sella Italia saddle.
I like this lightly-used one at $225.
