Those rare calipers were spec'd in need of radical bends in the cable to have the right level of friction for operation. Obviously a visionary mechanic.

UPDATE: Talked to the owner and this is what he said. "This bike was custom built for me in Japan while I was assigned there in the 1980’s. I got into bike racing during my time in Japan. The bike was built by Mr. Sasajima at his shop in Tokyo."
It's a 60 cm frame and not the GITA we were thinking. Glad it's not a 56cm or I'd be trying to get it shipped.

Its called a Milano because Masi had unwittingly licensed his name to another company and as a result could not use his name on this bike.
The bike was originally built for Andy Hampsten. Hampsten had been breaking frames and contacted Masi to build this frame for him. The 7-11 team mechanic Greg Honn built out the frame with Campagnolo components. Greg Honn later became an importer for Milano bikes.
As many of you know, Hampsten retired from competition and now makes custom bikes. This bike has a geometry that is very similar to his current designs.
I got this bike from my brother-in-law who is friends with many people in the cycling world. I am selling it because I dont ride anymore.
Due to CL scammers I will not respond to any questions about availability.

One would want to be cautious in selecting a fork, too. The wheelbase on the Rigi is insanely short, so getting something up front with the correct amount of trail would be a good thing.
My understanding is you could do a u-turn on a Rigi just by sneezing too hard
