Of course, that's only about a 7 degree change... then the tri-bike makers said that the steep, forward position helped you use the hamstring muscles that you develop from running.
So some seatpost makers jumped on the bandwagon to make something aftermarket that they could sell to people who already had bikes and didn't want to buy another full bike.
Of course, to really make the forwards position work, you have to push the bars forward as well (longer top tube, longer "reach" in modern vocabulary), so these didn't really work either...
...but I'm not a triathlete, so maybe they're fantastic and we're all missing out on performance gains?
