Thats beautiful but a bit spendy. I’d like the Buena Vista from Soma a lot better at $600, at least last I looked. Oh it’s up to $900 now also. https://www.somafabshop.com/shop/som...=990#attr=3752
That Rivendell is listed at a HUGE 64cm, and taking 29er tires.
I'm sure I had seen others looking for tall step-throughs, but this one could be a hard sell.

they are funky extension levers that allow you to apply the brakes without moving your hands from the bar ends.
IIRC and I never saw many of these, the alignment between the brake lever position for when you were riding on the bars and the angle of the bar ends had to be just right so you could reach them. They could be fragile so you just modulated your speed panic stopping wasn’t a thing with them.
these look impossible to reach.

Univega at one time made a tall hybrid either the Via Carisma or Via Montega, I’m surprised I never see them listed here.

Easily justified; if anything, it's cheap. I just sold a much more common Schwinn HighPlains for that same price, in a lower cost-of-living market. Between the white Sugino crank, the (Suntour, I presume) thumbies, and the overall config/appearance, it's dripping with the head-turner / conversation-starter factor.

The $20 Schwinn High Sierra Build Thread is Up
I started the build thread for my $20 "Clang-Find" (Yeah, that's a thing now!) `84 High Sierra this morning. You can find it here: $20 "Clang-Find", 1984 Schwinn High Sierra - Bike Forums

So you can keep your hands on the extensions but "finger-tip" these add-ons, as noted you don't get as much positive leverage as hands on the levers themselves, but somebody liked them. Ben Lawee spec'd these on some Univega I took them off of...
UPDATE: merziac Has spoken for them (now I just have to find them... and the rest)

And excuse me a hi-jack BUT if somebody just has to have some I have a pair that I never used and probably never will, so happy to pass them along for cost of shipping. As bianchigirll notes they are supposed to clamp (using a set-screw) to the ends of your regular brake levers and align with your handle bar extension/ends (you DO still have those, right?) on your flat bars.
So you can keep your hands on the extensions but "finger-tip" these add-ons, as noted you don't get as much positive leverage as hands on the levers themselves, but somebody liked them. Ben Lawee spec'd these on some Univega I took them off of...

RUN, DON"T WALK!!!!

Dating always a crap shoot on these but BB helps with drain means earlier than we normally see may have oil port too, HB appears to be original.
Overall good shape, may be a repaint no matter here.
