To my eyes the chrome looks OK. I don’t believe it to be high end tubing but it does have chromed fork ends and stays in that oh so 70s Chartreuse. If it was near me I know I would not be able to resist for $10

a better pic (and a few more) would help eliminate some guesswork, but from what I can make out I'd say "Yes", that's a '70s Nishiki Pro. It may not be a 1972 but it's in that approx. era with round fork blades and chrome headlugs, the tubing was probably what later became Tange Champion #1. These had 700C tubular rims, at least the one I owned (briefly) did.

If you're looking for a pantographed crankset in 170mm, these might be of interest. They're both currently at auction on eBay; both auctions close Monday (March 11, 2024) afternoon. As of about 5 min ago, no bids on either.

From the photos, they both look to be in quite good shape - but they're photos, so caveat emptor applies. Both price and S/H also seem reasonable for a decent vintage crankset.

Don't really know how rare these are, but I have the impression that the pantographed versions are not all that common.
