Anyone heard of "Spect"?

I picked this up on the cheap today and so far google searches give me only cardiology information and shorthand slang . I do know that Braine Le Chateau is a town in Belgium with a population of under 10K (thanks to wikipedia) but that's about it.

It has Campagnolo dropouts and fork ends, Bocama lugs (little "BCM" stamps on the headlugs), and about twice as much paint as it really needs. The threading is English, seatpost size is 27.2, and there aren't any splines in the steertube. The lug/stay-cap finishing is a little rough, but who's counting?

It can't be complete junk with Campy dropouts and a 27.2 seatpost... so what have I gotten myself into?

looks good but never heard of them...probably 531, nice that it's BSC threading, makes replacement part finding easier.
